My Baltic cruise goes to St Petersburg. Can I travel freely when there or am I restricted?

After arriving at St Petersburg by cruise ship, you’re not free to travel freely and must stay with your land excursion tour. This is because to enter Russia, you usually need a Russian visa, but if you arrive by cruise ship, a visa is not required, because your cruise line applies for a blanket visa for passengers for the duration of their visit. The only way to explore the city at your leisure is to be in possession of Russian visa.
